The City of Bend has initiated the process of including the Stevens Road Tract within the Bend Urban Growth Boundary (UGB) pursuant to House Bill 3318 (2021).  The Stevens Road Tract (Tract) is located at 61200 27th Street and is identified as Tax Lot 100 on Deschutes County Assessor’s Map No. 18-12-11.  The Tract is located east of the TransCanada Natural Gas pipeline and south of Stevens Road.  

Two application files have been set up in the Online Permit Center Portal that propose amendments to the Bend Comprehensive Plan. You will find enclosed the application numbers and descriptions.  The file numbers are hyperlinked to the City’s Online Permit Center Portal through which you can view the proposed amendments and the findings and materials provided in support of their adoption: 

PLCPMA20230307, an amendment to the Bend Comprehensive Plan map to include the Stevens Road Tract within the Bend UGB and change its plan designation from Rural Residential Exception Area (County designation) to Urbanizable Area.  This application proposes to include only the Stevens Road Tract, and all of the tract, in the UGB pursuant to Section 6(2) of House Bill 3318. 

PLTEXT20230308, an amendment to the text of the Bend Comprehensive Plan to 1) amend the text of Chapter 11, Growth Management, of the Bend Comprehensive Plan, to create an Urbanizable Area plan designation, and; 2) amend the text of Appendix J of the Comprehensive Plan, the Buildable Lands Inventory, to include the buildable acres of the Stevens Road Tract in the buildable lands inventory. 

WORK SESSION.  The Bend Planning Commission will conduct a work session on Monday July 10, 2023, at 5:30 pm both virtually and in person at the City Hall Council Chambers, 710 NW Wall Street, Bend. 

PUBLIC HEARING.  The Bend Planning Commission will conduct a public hearing on these proposals on Monday, July 24, 2023, at 5:30 pm, both virtually and in person at the City Hall Council Chambers, 710 NW Wall Street, Bend.
