The Bend City Council will hold a public hearing on amendments to the text and the map of the Bend Comprehensive Plan to include the Stevens Road Tract in the Bend urban growth boundary (UGB).  You will find a notice of the hearing attached and summarized in this email.

Hearing Date, Time, and Location: The public hearing is scheduled for Wednesday, September 6, 2023, at 7:00 pm both virtually and in person.  The City Council will hold the hearing in the Bend City Hall Council Chambers, located at 710 NW Wall Street, Bend.  The instructions for participating in this hearing virtually through Zoom will be posted with the Council’s Agenda for their September 6, 2023 meeting on the City’s website under

Criteria: The criteria applicable to the City Council’s review of these amendments are found in Bend Development Code (BDC) Section 4.6.200, Legislative Amendments, and in Section 6 of 2021 HB 3318.

Background: The City of Bend has initiated the process of including the Stevens Road Tract within the Bend Urban Growth Boundary (UGB) pursuant to House Bill 3318 (2021).  The Stevens Road Tract (Tract) is located at 61200 27th Street and is identified as Tax Lot 100 on Deschutes County Assessor’s Map No. 18-12-11.  The Tract is located east of the TransCanada Natural Gas pipeline and south of Stevens Road.  Two application files have been set up in the Online Permit Center Portal that propose amendments to the Bend Comprehensive Plan. You will find enclosed the application numbers and descriptions.  The file numbers are hyperlinked to the City’s Online Permit Center Portal through which you can view the proposed amendments and the findings and materials provided in support of their adoption:

PLCPMA20230307, an amendment to the Bend Comprehensive Plan map to include the Stevens Road Tract within the Bend UGB and change its plan designation from Rural Residential Exception Area (County designation) to Urbanizable Area.

PLTEXT20230308, an amendment to the text of the Bend Comprehensive Plan to 1) amend the text of Chapter 11, Growth Management, of the Bend Comprehensive Plan, to create an Urbanizable Area plan designation; 2) add background text to Chapter 11 on the Stevens Road Tract, and; 3) amend the text of Appendix J of the Comprehensive Plan, the Buildable Lands Inventory, to include the buildable acres of the Stevens Road Tract in the buildable lands inventory.
