Karon Johnson, Old Farm’s Landuse Chair, provides an easy to understand summary of proposed changes to Bend Development Code below.  Note: she doesn’t see anything controversial.  Public hearings are scheduled for 9/22, 10/5 and 11/19.

2.4.400(B) and (C) eliminate side and back setbacks for buildings in the Industrial zone unless they’re more than 35’ high, or they abut a residential development, in which case they have to be 20’ and landscaped (2.4.400(D).

2.4.700—equipment must be shielded from view if the buildings abut residential areas.  3.2.300(E)—trash receptacles must be screened from view from the streets.
2.6.200(G)—mobile homes are now manufactured homes.  Manufactured “Dwelling” Park minimum areas reduced from 5 acres to one acre and can not include prefabricated structures.
For people who take out STR permits for the purpose of blocking them in their neighborhoods, 3.6.500 provides that during the first year they must rent the unit out at least one night to keep their permit.
4.1.413, the standard 120 day review period for the City to process a development application is reduced to no more than 100 days if it includes affordable housing.
4.1.425, if the developer fails to post the required notice on the property to be developed, the review period is extended if he did not post the site by the required date.
Interestingly, they’ve added another type of application review:  In addition to Type I, Type II, Type III and Type IV, there is now a Type III-CC, which requires a quasi-judicial process where the City Council makes the final decision after a public hearing following the quasi-judicial procedures in BDC 4.1.800
