Background: SB 1537 (2024), amended SB 48 (2025), provided qualifying local governments a one-time option to add 100 acres of residential land to their Urban Growth Boundary (UGB), if certain provisions for affordable housing were made. The units must be Affordable Housing for no less than 60 years.

The site is approximately 91 acres, currently zoned MUA-10 (Multi-use Agricultural – No Less Than 10 Acres). The plan is:

  • 68.4 acres RS (Residential Single-family)
  • 11.5 acres RM (Residential Multi-family)
  • 19.5 acres RH (Residential High Density)
  • 1.5 acres Convenience Commercial
  • 9.2 acres open space, 4.5 acres of which are park

716 housing units will be built:

  • 230 multifamily low-rise
  • 120 middle housing units (single family attached)
  • 366 single family detached

The resulting traffic: 6,078 estimated weekday daily trips

SB 1537 set minimum numbers of units for affordable housing. If 716 units are built, there must be a minimum of:

  • 38 rental units for households making ≤ 30% AMI (Area Median Income)
  • 192 rental units for households making ≤ 80% of AMI and/or
  • 24 for sale units for households making ≤ 130% AMI

The Comprehensive Plan will ensure that the affordable housing is not put off to the end of the project. Its policy provides: “The construction of all affordable units above must commence before the city issues certificates of occupancy to the last 15 percent or 69 market rate units, whichever is greater.”

Restrictions: “Prior to recording of the plat which creates the 234th lot, the following must be under construction:

  • 230 units affordable to households making ≤ 80% AMI
  • 16 for sale units for households making ≤ 130% AMI

Urban services will be provided by:

  • Avion (water)
  • City of Bend (fire, streets, sewer)
  • Bend Parks and Rec (parks)
  • Cascade East Transit (transit)

Wildfire risk must be mitigated:

  • Creation of defensible space
  • Landscaping and hardscaping
  • Arrangement of land uses
  • Construction and development materials
  • Wildfire mitigation plan
